    GENERAL STATEMENT :
    The Dean of Administration is the Chief Financial Officer of the College responsible for all financial accounting systems, business offices, and budget preparation and oversight. Additionally, this position is responsible for planning, utilization, construction, remodeling, and maintenance of all buildings. Scope of responsibility also includes human resources, management of employee relations programs and services, labor contract negotiations, staff development and training, health and welfare benefits programs, equal employment opportunity programs, and grants claims processing. The position reports directly to the College President, is a member of the President’s Staff, and attends all College Board Meetings.

    EXAMPLES OF WORK PERFORMED:
    1. Develop and maintain revenue and expenditure projections for the operational and
    capital budget based on the historical trends and forecast assumptions.

    2. Manage the College’s business offices, including the coordination and oversight of
    purchasing services for the college, maintaining compliance with Federal and State
    laws and College Board policies.

    3. Liaison with College’s auditor to ensure the annual financial audit for the Board of
    Trustees is timely and accurate.

    4. Oversee financial system compliance and reporting for the entire College ensuring the
    College’s financial accounting reporting is in accordance with Government
    Accounting Standards Board, SUNY requirements and Board of Trustees Policies.

    5. Provide leadership, planning, implementation, and evaluation for the following areas:
    recruitment, benefits, contracts, labor relations, employee development, affirmative
    action, environmental health and safety, classified/administrative performance
    evaluation processes, unemployment, labor and industry claims and legal and
    regulatory requirements in areas of responsibility.

    6. Promote an environment that is free of harassment, discrimination and retaliation.

    7. Serve as lead member of College negotiating team in collective bargaining with the
    Faculty Association and Organization of Administrative and Professional Personnel.

    8. Oversee the management of all College insurance programs, including Worker’s
    Compensation, Property and Casualty, General Liability, Auto and Vehicle
    coverages.

    9. Coordinate and oversee the safe, secure, and environmentally sound operation and
    maintenance of all college buildings and facilities in a cost effective manner aimed at
    long-term preservation of the asset value.

    10. Provide strategic insight and lead the College’s energy efficiency initiatives.

    11. Participate in President’s meetings, board meetings, county legislative committee
    meetings, advisory and related committees as required.

    12. Represent the President in the administration of policies and procedures related to
    financial and college operations.

    13. Forge strong professional relationships with county government leaders and SUNY
    system administrators to ensure the College has the resources to continue its mission.

    14. Serve as a member and as the treasurer of the Ulster County Community College
    Association.

    15. Performs other duties as assigned by the President.

    The successful candidate will have strong leadership skills, the ability to work successfully with a broad range of constituencies, and a demonstrated track record of identifying and implementing administrative process changes and improvements. Additionally, superior oral and written skills are required as well as excellent motivational techniques.
